Excessive government discretion, bribery and abuse of power for private benefit are widespread phenomena in developing countries. This corruption results in hundreds and thousands of citizens going without the critical public services they are entitled to or rely on. Corruption occurs at all levels of society, from local and national governments, civil society, judiciary functions and small and large businesses alike, leaving little room for a country's development and economic growth. To combat corruption in developing countries, policy makers must understand the problem and devise a meaningful strategy that attacks its underlying causes and not just deals with its symptoms. Detecting Corruption merges scholarship on corruption assessments with practical techniques on ways practitioners and policy makers can implement anticorruption assistance. Spector argue that assessments need to adopt a comprehensive "whole of government" approach that examines all key sectors where there are corruption vulnerabilities. Strong accountability/control measures need to be designed and implemented across all sectors into a multidimensional strategy/program. Detailed case studies from the author's work in Ukraine, Honduras, Senegal and Timor Leste show the effectiveness of the comprehensive approach to corruption.

In The Political Economy of Public Sector Governance, Anthony Michael Bertelli introduces core ideas in positive political theory as they apply to public management and policy. Though recent literature that mathematically models relationships between politicians and public managers provides insight into contemporary public administration, the technical way these works present information limits their appeal. This book helps readers understand public-sector governance arrangements and the implications these arrangements have for public management practice and policy outcomes by presenting information in a non-technical way.

Measuring the performance of public agencies and programmes is essential to ensure that citizens enjoy quality services and that governments can be sure that taxpayers receive value for money. As such, good performance measurement is a crucial component of improvement and planning, monitoring and control, comparison and benchmarking and also ensures democratic accountability. This book shows how the principles, uses and practice of performance measurement for public services differ from those in for-profit organisations, being based on the need to add public value rather than profit. It describes methods and approaches for measuring performance through time, for constructing and using scorecards, composite indicators, the use of league tables and rankings and argues that data-envelopment analysis is a useful tool when thinking about performance. This demonstrates the importance of allowing for the multidimensional nature of performance, as well as the need to base measurement on a sound technical footing.
